The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Immense energy is allocated on restraining particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from Russian territory, a capacity provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Following this, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on external assistance – a reliance that neighboring countries are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does little to deter Moscow, through statements or actions, from assuming that the situation will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.

Existing Situation

Factually, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
